After the preliminary examination and the investigation of effectiveness in 1971 and the announcement of execution plan at the end of 1982, the construction work of Geumgang Estuary Bank started for the purpose of developing all-weather farmland by keeping the coast around the downstream of Geumgang River from drought and flood and of providing the area with agricultural and industrial water by keeping seawater from flowing in it and by discharging the water of Daecheong Dam and the water flowed in. It is for expanding the transportation linked to Chungcheongnam-do by establishing a road and a railway on it, multipurpose water resources development project for keeping Gunsan inner and outer ports from the heaps of earth and sand. The 1st phase of the project was to establish the 1,841m of estuary, the 1,127m of tide embankment, the 714m of drain floodgate, and 5.9km of admission passage and to secure the 142,000,000 ton of pondage. The second was for 3 tube wells, 9 pumping stations, a 270 km of irrigation channel, 12,000ha of irrigation works, 13,470km of drainage works, 10,140ha of readjustment of arable land, and 7,209ha of rice field from land, which was completed in October, 1989, six years after the construction had started. It made it possible to prevent 7,000ha of land from damage from sea wind and to provide 244,000,000 ton of agricultural water and 121,000,000 ton of living and industrial water every year. The construction work on 1,841m of Geumgang Estuary Bank linking Seongdeok-ri Seonsan-myeon Gunsan Jeollabuk-do to Dosam-ri Maseo-myeon Seocheon-gun Chungcheongnam-do began in 1983 and was completed on October 30, 1990.
